Purchasing Manager

Description:

Salary Range for Purchasing Manager: $123,855.09 - $158,073.97/annually DOQ

Under the general direction of the Chief Financial Officer, the Purchasing Manager plans, organizes, directs, and coordinates purchasing and warehousing activities for the District.

  1. Provides leadership and works with staff to ensure a customer service-oriented work environment that supports the District's mission, plans, objectives, and values.
  2. Develops, implements, and ensures compliance with the District's Purchasing Policy and Procedures. Oversees district-wide purchasing and inventory systems, including setup, operation, and training.
  3. Keeps informed of current laws, rules, and regulations affecting the purchasing program; consults legal counsel as needed.
  4. Plans, prepares, and administers the District's formal bid process (excluding those by the Engineering Department), tabulates results, and recommends bid awards.
  5. Prepares, reviews, and assists in the development of specifications, contracts, and purchase orders; coordinates negotiations and administers related contracts.
  6. Supervises and coordinates annual inventory counts, controls inventory levels, and maintains cost-effective supplies.
  7. Supervises Shipping and Receiving; reviews vendor performance and handles claims or discrepancies.
  8. Coordinates disposal of surplus property and materials.
  9. Recruits, trains, supervises, evaluates, and develops staff, promoting teamwork.
  10. Enforces safety policies and procedures.

Education

1. High school diploma or equivalent required.
2. A four-year college degree in business or related field preferred.

Experience

1. Minimum three (3) years of experience in government purchasing or a related field, or equivalent education and experience.
2. At least three years of supervisory experience required.

Proficiency Requirements

1. Certification as a Certified Professional in Supplier Diversity, Supply Management, Public Purchasing Officer, Public Buyer, or similar, or ability to obtain within 5.5 years.
2. Ability to make independent decisions and act on them.
3. Effective written and verbal communication skills.
4. Ability to plan, organize, and supervise purchasing and receiving operations, including procedure development.
5. Ability to prepare accurate financial and statistical reports.
6. Knowledge of research methods.
7. Proficiency with computers, spreadsheets, and word processing.
8. Knowledge of governmental purchasing practices.
9. Ability to follow and give clear written and oral instructions.
10. Ability to maintain cooperative relationships with staff and vendors.
11. Skills in recruiting, training, supervising, and motivating staff.
12. Knowledge of laws affecting government bidding and contracting.
13. Valid California driver's license with insurable record.
14. CPR and First Aid certification desired or obtainable within two years.
