The Position
Conservation Staff Specialists assist in developing, formulating, and coordinating programs, policies and procedures related to areas such as resource management, safety and training, fire management and policy management pertinent to the assigned area of natural resource management, preservation, conservation and protection.
Under general supervision, Conservation Staff Specialist Is, on a regional basis, develop, formulate, and coordinate programs, policies and procedures related to the assigned area of natural resource management, preservation, conservation and protection.
This recruitment is for a Conservation Staff Specialist 1 underfilling a Conservation Staff Specialist 2 position. The incumbent may auto-progress after meeting the minimum qualifications for the Conservation Staff Specialist 2 classification and satisfactory performance and endorsement by their appointing authority. This position represents the Department of Conservation and Natural Resources, Nevada Division of State Parks (NDSP) on the Nevada Tahoe Resource Team (NTRT). The NTRT implements Nevada's share of the Environmental Improvement Program to improve Lake Tahoe's water quality, and promote sustainable recreation, forest health, and enhanced wildlife habitat. This position is a key member of the NTRT, working with team members to implement sustainable recreation projects in the Tahoe Basin. The EIP Recreation Conservation Staff Specialist position: * Requires excellent communication, teamwork, problem-solving, critical thinking, conflict management, adaptability, time management, and organizational skills; * Works with the park supervisors of Van Sickle Bi-State Park, Sand Harbor State Park, and Spooner Lake and Backcountry State Park to identify resource concerns within the park. Works to solve resource concerns by creating park improvement projects or working with other resource disciplines to develop and implement environmental improvement projects; * Works with the NTRT Program Manager and NDSP Project Managers on capital improvement projects to promote sustainable recreation. The position assists with the development of scope of work, funding, planning, and implementation of projects; * Assists the NTRT Program Manager and NDSP Planners with updating park master plans. Independently assists with portions of the master planning effort; * Serves as project manager on basic park improvement projects such as trail construction, maintenance, and restoration; * Participates in Tahoe regional planning efforts and coordinates sustainable recreation projects in support of EIP goals; * Coordinates and participates on multidisciplinary project teams and working groups, with the main objective of coordinating the development of recreation opportunities while preserving natural resources at Lake Tahoe; * Works closely with federal and local partners to identify recreation impacts to beaches and land within the Tahoe Basin and develop solutions to improve the trails, facilities, and resources in Lake Tahoe Nevada State Park; * Represents NDSP and NTRT in the public eye and is responsible for developing effective working relationships with a wide range of public and private partners. Day to day responsibilities include a wide range of professional and technical duties, including: plan, organize, and coordinate the sustainable recreation component of the Lake Tahoe Environmental Improvement Program, establish goals, objectives and timetables consistent with the division's mission, analyze problems and develop and recommend effective solutions; develop and justify budgetary requests; perform statistical and cost management analysis; coordinate and implement training and resource management programs; negotiate contracts, grants, leases and agreements; read, interpret and explain technical documents applicable to assigned programs; communicate effectively both orally and in writing; establish and maintain cooperative working relationships with federal, State and local entities, private contractors, boards and commissions involved in natural resource management and conservation; speak effectively and persuasively before groups of people; analyze information, problems, situations, practices and procedures to define problem areas and formulate logical and objective solutions; create and manipulate spreadsheets.
