This is an internal recruitment only for current qualified classified City of Reno employees.

Under administrative direction, this position coordinates the organization, staffing, and operational activities for assigned engineering services, overseeing staff engaged in professional and technical engineering work within the Transportation Engineering Division to ensure compliance with local, state, and federal regulations. Additionally, the role includes management responsibilities for assigned services and activities for the planning, development, administration, and operation of the City's traffic control systems, encompassing system design, maintenance, and modifications.

We currently have one vacancy in the Public Works Department in which hiring will begin immediately following the close of this recruitment. This recruitment will also establish a list for future vacancies, which will be filled as they occur.

Responsibilities

  • Assume management responsibility for assigned services and activities of the traffic engineering section including the planning, development, administration and operation of the City's traffic control systems including system design, maintenance and modification.
  • Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures.
  • Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels.
  • Plan, direct, coordinate, and review the work plan for traffic engineering staff; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.
  • Select, train, motivate and evaluate engineering personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
  • Oversee and participate in the development and administration of the division's annual budget; participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments.
  • Evaluate, analyze and recommend actions on specific traffic control measures and complaints received from the public.
  • Initiate and analyze statistical studies of traffic conditions including traffic generation factors, flow patterns, speed characteristics, accident records and requirements for traffic control devices and safety measures.
  • Oversee and participate in the preparation of specifications, contract documents and estimates for traffic signal systems and traffic control devices and signal maintenance functions.
  • Establish standard operating procedures for traffic engineering activities including quality control and adherence to performance standards; prepare productivity reports and maintain necessary records.
  • Review improvement plans for major construction projects and proposed development; ensure proper consideration of issues related to traffic control and transportation system management.
  • Operate computer simulation programs to assist in the development, installation and maintenance of timing plans and computer controlled traffic signal systems.
  • Serve as the liaison for traffic engineering functions with other divisions, departments, and outside agencies; negotiate and resolve sensitive and controversial issues.
  • Serve as staff on a variety of boards, commissions and committees; prepare and present staff reports and other necessary correspondence.
  • Provide responsible staff assistance to the City Engineer.
  • Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of traffic engineering; incorporate new developments as appropriate.
  • Respond to and resolve difficult and sensitive citizen inquiries and complaints.
  • Perform related duties as required.

Qualifications

Education: Bachelor's degree from an accredited college or university with major course work in civil or traffic engineering, or a closely related field.

Experience: Five years of increasingly responsible traffic or civil engineering experience including two years of administrative and supervisory responsibility.

License or Certificate:

  • Valid driver's license.
  • Possession of registration as a Professional Engineer in the State of Nevada.

Examination Process

Applicants must meet the minimum qualifications and pass the examination for this position to be eligible for hire. The examination will consist of a Training and Experience evaluation (T&E) weighted at 100%.

Employee/Veteran Preference in the Event of Tie Scores

Promotional Examinations (Rule VIII, Section 7): If two or more employees earn the same final score (including seniority points), veterans' preference will be applied if any of the tied employees have submitted proof of an honorable military discharge. This preference is only used to break ties. If a tie still remains, it will be broken based on seniority in the current classification. Proof of honorable discharge must be submitted with the application.

Seniority Points

Seniority Credit (Rule VIII, Section 9): Classified employees of the City of Reno shall receive seniority credit computed by adding to a passing score as follows: For each full year of continuous service completed, 0.2 points will be added up to a maximum of ten (10) years. 2 points will be the maximum.

Appointment and Certification

Appointments to positions in the City's Civil Service system are made on the basis of examination. Scores resulting from a competitive examination are used in determining a person's rank on an eligible register. The department may hire any of the persons referred. The names of those persons not hired may be considered when the next vacancy occurs, for as long as that register is viable.
