Parsons is looking for an amazingly talented SVP Infrastructure Solutions to join our Engineered Systems team. In this role you will plan, direct, and control all activities of an approximately $300 - 500M per year Infrastructure Solutions (IS) profit center through subordinate managers who, in turn, are responsible for the overall growth and profit objectives of their respective organizational units. This complex portfolio of federal programs and active pursuits is comprised of program and construction management, engineering and planning, as well as large scale complex design and build infrastructure and construction projects. This role is a member of the Engineered Systems Business (>$1B yearly revenue) leadership team.

Responsible for the profit and loss as well as growth elements of the portfolio
Assesses present and future needs, trends, problems, and identifies profit opportunities for all organizational units within a major profit center (or multi-profit center).
Establishes an annual operating plan and tracks and is accountable to it
Develops a strategy and growth plan for the sector and the investments needed to support the plan
Provides oversight of the project portfolio and the performance to meet financial, schedule, deliverable and safety targets
Reviews and approves pursuits associated with growing the business
Develops relationships with key customers and suppliers to enable the sector
Reports out on sector performance to leadership through the BU President and the CEO
Partners with functional departments (HR, Legal, Communications, IT, etc.) and cross-markets
Participates in special projects and performs other duties as assigned
Ensures that approved policies and established objectives are clearly understood and effectively applied in all operating units within the profit center
Reviews and approves operating plans, programs, capital and expense budgets submitted by operating units within the profit center
Measures the results of each operating unit's activities against established schedules and financial objectives. Takes appropriate remedial action as necessary
Reviews and evaluates contracts, appropriations, and expenditure requests submitted by subordinate managers. Approves those within authority, and submits those beyond authority to top management along with recommendations
Reviews and appraises performance of subordinate managers and recommends compensation changes and incentive payments as appropriate
Approves compensation changes and incentive payments for personnel within each operating unit
Ensures that the organizational structure of each operating unit is efficiently planned and adequately and competently staffed
Represents Parsons interests on the Board of Directors for Joint Ventures within the IS Business
Performs other responsibilities associated with this position as may be appropriate

Bachelor's Degree in related field and typically 20+ years of broad and diversified experience.
Must have strong background in Federal Government contracting, including acquisition and procurement processes
Strong working knowledge of project and program delivery in the engineering and construction market
Proven experience leading portfolio (in excess of $250 Million) of large scale federal complex design and build infrastructure and construction projects over multiple contract types, including firm fixed price arrangements
Program management, operations or functional expertise with strong orientation for process improvement and collaboration. PMI PMP/CMAA CCM certification or equivalent desired
Proven ability for managing a large group of personnel within field of expertise and providing direction for resolving complex work assignments
Also requires expert knowledge of standard practices within field of expertise, as well as applicable codes and regulations
Should have experience with self-perform and subcontracted construction
Develop and implement a robust cost control system
Conduct monthly project specific cost reviews and revise the forecasts as needed
Excellent written and oral communication skills, including the ability to make effective presentations to senior management
A proven track record of influencing and driving outcomes without direct authority
Anticipate future needs, eliminate obstacles, and identify proactive solutions
Demonstrate high integrity, strong work ethic, and a natural and confident leader
Ability to organize and direct outcomes in a matrixed organization
Impeccable time management and multi-tasking skills
Proven problem solver who can make clear-headed decisions while under pressure
Strong network in program and construction management resources is a plus
Must be US Citizen with ability to obtain a security clearance.

Salary Range: $220,500.00 - $409,500.00
